LEADS Index 2021

Ministry of Commerce & Industry has published the LEADS 2021 Index. This is the index’s third edition to be published.

Highlights

The index lists Gujarat, Haryana, and Punjab (top 3 respectively) as the states with the best performance in terms of efficiency of the logistics chain and product mobility.

Among the top 5 spots, Tamil Nadu ranked 4th and Maharashtra ranked 5th. The state of Uttarakhand, Uttar Pradesh and Jharkhand have shown significant improvements compared to the LEADS 2019 rankings.

Introduction of LEADS Index

The LEADS index was introduced in the year 2018 and was developed by the Ministry of Commerce and Industry. This index ranks states in terms of logistical support to promote trade in commodities.

Parameters

Rankings are based on parameters such as price competitiveness, infrastructure and service availability. It aims to encourage states to develop policies to improve various logistics-related infrastructure.

The first edition of the LEADS report, focused on export and import trade as well as evaluated the efficiency of the logistics ecosystem in all states and UT. LEADS 2019 included both domestic and international trade. The third edition. LEADS 2021, analysed the state’s national and EXIM logistics ecosystem.

Categories

Other than the top performing states, for the purposes of expression, the states are divided into three separate classes: North-eastern State, Himalayan UT Group, and other UT groups. Within the Himalayan UT, Jammu and Kashmir has topped the list. In the north-eastern states, Meghalaya and Sikkim topped the list. Delhi ranked first in the “Other United Territory” category.
