Canada Implements Measures to Protect International Students from Fraud

Canada has announced new measures to protect international students from fraud within its International Student Program. These measures are designed to safeguard the program’s integrity and the well-being of genuine students and address challenges associated with fraudulent activities.

Enhanced Verification Process

Effective from December 1, 2023, post-secondary designated learning institutions (DLIs) will be obligated to verify every applicant’s letter of acceptance directly with the Immigration, Refugees, and Citizenship Canada (IRCC). This process aims to prevent fraudulent acceptance letters and ensure that study permits are granted based on authentic letters of acceptance.

Recognized Institution Framework

By the fall semester of 2024, the IRCC will introduce a “recognized institution” framework that will benefit post-secondary DLIs meeting higher standards of service, support, and outcomes for international students. These institutions will enjoy priority processing of study permits for their prospective students.

Review of Post-Graduation Work Permit Program

In the coming months, the IRCC will conduct a comprehensive assessment of the criteria for the Post-Graduation Work Permit Program. This evaluation will lead to reforms aligning the program more effectively with the Canadian labor market’s needs and the country’s regional and Francophone immigration objectives.

Protecting the Integrity of the Program

The IRCC emphasized that international students make significant contributions to Canada socially, culturally, and economically. Protecting the program’s integrity is essential to continue reaping these benefits. The measures aim to swiftly identify fraudulent acceptance letters and provide recognition to institutions supporting international students.

Economic Impact of International Education

International education is a significant economic force in Canada, contributing over 22 billion annually and sustaining more than 200,000 jobs within the country. In 2020, the drop in international student numbers resulted in a7 billion loss to Canada’s GDP.

Response to Fraudulent Admission Letters

In response to investigations concerning fraudulent admission letters, an IRCC taskforce collaborated with the Canada Border Services Agency (CBSA) to review cases involving affected students and graduates. The primary objective was to protect genuine students from the risk of deportation.

As of October 12, 2023, the taskforce had examined 103 cases, confirming 63 as genuine students and 40 as not. The Genuine Students Impacted by Fraud Taskforce continues to assess additional cases, ensuring legal consequences for unscrupulous individuals.

Collaborative Efforts and Future Initiatives

These measures represent the initial changes stemming from the review of the International Student Program and the broader initiative, “An Immigration System for Canada’s Future.” Collaborative efforts with institutions, provinces, territories, and organizations representing educational institutions in Canada will continue to uphold the integrity of Canada’s immigration programs.
