The United States Department of State recently approved the sale of 24 MH-60R ‘Seahawk’ multi-mission helicopters to India, marking a significant development in the U.S.-India Foregin Military Sales (FMS) program. These technologically advanced maritime helicopters will provide India with enhanced capabilities to carry out anti-surface and anti-submarine warfare missions along with secondary missions like search and rescue and communications relay.
U.S.-India Defence Relations: Steady Growth
Since 2008, there has been a consistent increase in Indo-U.S. defense trade. Initial trade figures stood at under U.S.1 billion, which has now escalated to well over U.S. 18 billion. As a result, the United States has emerged as India’s second-largest arms supplier, following Russia.
Notably, India has made substantial procurements from the U.S. These include 13 C-130 Hercules aircraft, 10 C-17 Globemaster aircraft, 12 P-8 Poseidon aircraft, 22 AH-64 Apache helicopters, 15 CH-47 Chinook helicopters, and 145 M777 Howitzer guns.
Major Defense Partner Designation and STA-1 Status
In 2016, the United States granted a unique designation to India – Major Defenece Partner (MDP). This was followed by another significant move in 2018 when India was accorded the Strategic Trade Authorisation-1 (STA-1) status. India is only the third Asian country after South Korea and Japan (and the 37th globally) to have been given this status. The prime objective of this move was to further facilitate the transfer of technology in the defence and space sectors.
Furthermore, India and the U.S. entered into the Communications Compatibility and Security Agreement (COMCASA). This agreement provides a legal basis for the U.S. to transfer secure communication equipment to India, thus increasing military equipment interoperability and real-time data sharing.

The Significance of the Deal
The acquisition of the MH-60R ‘Seahawk’ helicopters will enhance India’s ability to fulfill its responsibilities as a net security provider in the Indian Ocean region. With increased capabilities, India can better deter regional threats such as piracy and drug trafficking and strengthen its homeland defence. Having jurisdiction over the freedom of movement throughout the Indian Ocean, stretching from the Strait of Hormuz to the Strait of Malacca, this deal marks a major milestone in the evolution of India’s defence infrastructure.
