The Supreme Court has modified its order from April 8, 2020, to provide further clarification regarding free testing for Covid-19. This modification aims to continue the support for economically weaker sections of society and ensure they have access to necessary medical attention during this pandemic crisis.
The Rates and Policy of Private Labs for Covid-19 Testing
Private labs remain authorized to charge fees for the Covid-19 tests. The maximum rate is set at ₹4500 as per the directions from the Indian Council of Medical Research (ICMR). These charges apply only to individuals who are financially capable of paying for the tests.
Provisions for Free Covid-19 Testing
The Supreme Court has announced that free testing for Covid-19 will be available for individuals who are categorized as economically weaker sections of society. This category includes those who are eligible under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY). Apart from the beneficiaries of this scheme, free testing will also be provided to other financially struggling groups as identified by the government from time to time.
Role of Ministry of Health & Family Welfare
The Ministry of Health & Family Welfare has been directed by the Supreme Court to identify and provide benefits to the weaker sections of the society. Such groups involve low-income workers in the informal sectors and recipients of Direct Benefit Transfer. The Ministry is expected to release suitable guidelines regarding this within a week.
Overview of Ayushman Bharat Pradhan Mantri Jan Arogya Yojana
Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) provides insurance coverage of Rs 5 lakh per family for secondary and tertiary care. It is an entitlement-based scheme that relies on the latest Socio-Economic Caste Census (SECC) data to identify the beneficiaries. Once identified, the beneficiaries are considered insured and can avail medical services from any empanelled hospital.
The Financial Structure and Medical Rate of AB PM-JAY
The insurance cost under the PM-JAY scheme is shared between the center and the state in a ratio of 60:40 most of the time. The packaged rates provided under this scheme state the average days of hospitalization for medical procedures and the necessary documents required. These rates are flexible, yet they can’t be charged once determined by the hospitals. The scheme also determines a daily limit for medical management.
National Health Agency (NHA) & State Health Agency (SHA)
The National Health Agency (NHA), established as an autonomous entity under the Society Registration Act, 1860, is responsible for overseeing the effective implementation of PM-JAY in alliance with state governments. On the other hand, the State Health Agency (SHA) serves as the apex body of the State Government and is responsible for the implementation of AB PM-JAY in the state.
