The Ministries of Power and New and Renewable Energy have recently published guidelines which permit thermal generation companies to establish renewable energy generation capacity. These companies will also be able to provide power to consumers within existing Power Purchase Agreements (PPAs). This initiative has gained significant attention in recent news, due to its potential impacts on the development and adoption of renewable energy sources.
Guidelines for Thermal Energy Producers to Produce Green Energy
The newly introduced guidelines give thermal generation firms the ability to establish renewable energy generation capacity. They can do this independently or through developers that are chosen through open bidding. Parties involved in a Power Purchase Agreement (PPA), a contract where one party generates electricity and the other purchases it, can then supply power to consumers under the existing PPAs.
How the Guidelines Complement Discoms’ Renewable Purchase Obligations
Distributors or Discoms, as they are more commonly known, can count the renewable energy purchased through this new scheme towards their Renewable Purchase Obligation (RPO). The RPO is a mechanism by which the State Electricity Regulatory Commissions must acquire a specific proportion of power from renewable energy sources. This regulation has been introduced across the entire country with the goal to increase demand for renewable energy.
Renewable Purchase Obligation Targets
According to the RPO’s long-term growth trajectory, states will be required to enhance the proportion of power acquired from renewable energy sources. For the fiscal year 2022, the target has been set at 21.2% of total procurement.
Funds Sharing with Discoms
Thermal power plants will share any savings they make from lower-cost renewable energy power generation. The lower costs will be shared equally on a 50:50 basis with the Discoms.
The Structure and Significance of the Power Sector
These guidelines contribute to the broader goal of enabling the replacement of fossil fuel-based energy with renewable energy. By utilizing existing PPAs, thermal generation companies can increasingly generate green energy.
Creating Synergy with Global Commitments
This move is strategically aligned with India’s commitment to boosting its installed capacity of renewable energy. With an ambitious target of reaching 500 GW by 2030, this initiative reflects the promises made by the Indian Prime Minister at the COP26 climate change conference.
