Year After US Exit: Afghanistan Under Taliban Control

Afghanistan witnessed a change in regime in August 2021 when the US troops withdrew from the country after spending around 20 years fighting against the Taliban. Since the 1990s, the Taliban has been a significant force in the country’s political and military spheres, having previously seized the capital Kabul in 1996.

Background: The rise of Taliban

The events leading to the rise of the Taliban can be traced back to the 9/11 attacks on America in 2001. In response to these attacks, a US-led NATO coalition launched Operation Enduring Freedom, dislodging the Taliban regime, and setting up a transitional government. However, recognizing that a military victory was impossible, the US initiated peace talks, culminating in an agreement in 2020 to withdraw American troops by May 1, 2021, later pushed to September 11, 2021.

The Fall of Afghanistan to Taliban Rule

In July 2021, with the US claiming to have withdrawn 90% of its forces, the Taliban announced its control over 85% of Afghan territory. By August 2021, they took over the entire country – an eventuality not seen since the aftermath of the 9/11 attacks.

The Current Situation Under Taliban Rule

The Taliban inherited a nation requiring substantial financial and administrative resources, which they lack. A global refusal to formally recognize their regime, combined with imposed sanctions, has denied them access to international banking and finance. Despite these difficulties, they presented an annual budget in May 2022 based entirely on domestic revenue. The UN humanitarian response, plus the exportation of coal to Pakistan, has provided some financial relief.

Security Concerns and Civil Rights Under Taliban Rule

The security situation in Afghanistan remains precarious due to attacks from the Islamic State Khorasan Province (ISKP) and the killing of the al-Qaeda leader. The Taliban’s controversial regulations, including banning girls’ education beyond class 6 and implementing dress codes, have led to protests and caused concern in the international community.

India’s Approach to Afghanistan Post-Taliban Takeover

India is grappling with the dilemma of balancing its strategic interest in Afghanistan with practical obstacles on the ground. Its potential engagement strategies include providing humanitarian assistance, exploring joint counterterrorism efforts and engaging in direct talks with the Taliban. India seeks to protect the progress made in Afghanistan through its development aid and reestablish people-to-people links.

The Significance of Afghanistan for India

Afghanistan’s strategic location makes it a vital gateway to Central Asia’s oil and mineral-rich nations. India associated with major development projects in Afghanistan has cemented its position there. India’s security interests in Afghanistan involve preventing a Pakistan-friendly government and avoiding the return of jihadi groups capable of launching attacks on Indian soil.

Implications of ISAF Withdrawal for Regional Security

The withdrawal of the International Security Assistance Force (ISAF) from Afghanistan in 2014 raised concerns about regional security. Particularly, India faces significant challenges from this development as it seeks to safeguard its strategic interests.
