ADB, India Sign $96.3M Loan for Himachal Pradesh Water Services

The latest development to make the headlines involves the Asian Development Bank (ADB) and the Government of India. The two entities have recently signed a loan agreement worth USD 96.3 million to bolster water supply and sanitation facilities in the state of Himachal Pradesh, ensuring safe drinking water for its residents.

The Project: An Overview

This initiative goes hand-in-hand with the Government of India’s Jal Jeevan Mission, aimed at establishing piped water access for all rural households by 2024. Apart from enhancing water supply infrastructure, the project also intends to strengthen institutional capacity to guarantee sustainable, safe, and inclusive rural water supply and sanitation services.

Project Features: Addressing the Core Issues

Despite over 90% of the state’s rural population having access to drinking water, the water supply infrastructure calls for an overhaul to improve service quality and boost efficiency. A pilot fecal sludge management and sanitation program is also in the pipeline for implementation in Sirmaur District, which will benefit approximately 250,000 residents.

Institutional Strengthening: Empowering Local Bodies

The project aims to fortify the capabilities of the Jal Shakti Vibhag of the Himachal Pradesh Government along with the gram panchayat village water and sanitation committees. In addition to pushing for water tariff policy reforms, the initiative includes plans to set up a state-level asset management system and district asset management schemes.

Key stakeholders and community-based organizations involved in the project will receive training on water management. The project also provisions livelihood skills training for women’s self-help groups.

Established in 1966, the 68-member Asian Development Bank has consistently committed itself to creating a prosperous, inclusive, resilient, and sustainable Asia and the Pacific region while battling against extreme poverty. This involvement takes the form of loans, technical assistance, grants, and equity investments to catalyze social and economic development.

As per data available on 31st December 2019, the ADB’s largest shareholders include Japan and the United States (15.6% of total shares each), the People’s Republic of China (6.4%), India (6.3%), and Australia (5.8%). The bank has its headquarters in Manila, Philippines.
