The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), initiated by the Ministry of Rural Development, has eradicated more than 10 lakh ‘fake job cards’ over the last couple of financial years (2021-22 and 2022-23). The intention behind MGNREGS was to provide 100 days of employment annually to rural households willing to undertake public work-related unskilled manual labor. However, it appears conflicts have arisen with the detection of fake job cards leading to their deletion.
MGNREGS and Fake Job Cards
Since its inception, MGNREGS has played a critical role in providing employment opportunities to rural households. However, the presence of fake job cards, which exceed 10 lakh in number, has stained the integrity of the program. The data for the financial years 2021-22 and 2022-23 highlight this issue with significant deletions of such false job cards.
Over these two years, regulators have taken meticulous steps to identify and remove the counterfeit job cards, thereby ensuring that the benefits of the scheme reach the rightful beneficiaries.
Legal Consequences under Section 25
The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005, which governs the MGNREGS, contains stringent provisions against contravening the law.
As detailed in Section 25 of MGNREGA, any individual found guilty of violating the Act’s stipulations is subject to legal consequences including a penalty. The fine levied can be as substantial as one thousand rupees. This provision demonstrates the seriousness with which fraudulent practices, such as the creation and usage of fake job cards, are taken under the law.
The State-Wise Situation
When observing the state-wise distribution of these fraudulent job cards over the past two financial years, it was found that Uttar Pradesh had the highest number of deletions due to fake job cards. This was closely followed by Madhya Pradesh, thus reflecting a significant concentration of this problem in these two states.

Despite the occurrence of such issues, MGNREGS continues to maintain its aim – to guarantee 100 days of employment in each financial year to individuals residing in rural areas who are eager to engage in public work-related unskilled manual tasks.
