The University Grants Commission (UGC) has recently notified regulations allowing foreign universities to set up campuses in India. This move aims to provide more opportunities for Indian students and bring global standards of education to the country.
Eligibility Criteria for Foreign Universities
As per the new guidelines, foreign higher education institutions (FHEIs) wanting to set up campuses in India should meet the following criteria:
- They should be within the top 500 of overall global rankings OR within the top 500 in subject-wise global rankings as recognized by the UGC.
- In case of a collaboration between two or more FHEIs, each institution should individually meet the ranking criteria.
- The FHEIs should have expertise in a particular subject area.
This aims to ensure only reputed global institutions enter the Indian market.
Application and Approval Process
- FHEIs can now apply online through the portal launched by the UGC.
- They have to submit information about their institution, programs to be offered, academic infrastructure, etc.
- An undertaking stating they will maintain similar standards in India as the home campus is also required.
- A Standing Committee will examine applications and make recommendations to the UGC within 60 days.
- Approvals will be given based on credentials, potential contribution, and quality.
- FHEIs have to set up campuses within 2 years of approval.
Regulations for Functioning
Though FHEIs will enjoy autonomy, UGC has put some regulations in place:
- They can’t offer online or distance learning programs, only regular classroom programs.
- They have the freedom to decide admission process, fee structure, faculty recruitment, salaries, etc.
- International faculty has to teach for at least 1 semester in India.
- Faculty qualifications should match that of the main campus.
- UGC can visit campuses for quality checks.
