CPCB Tells Amazon, Flipkart to Follow Plastic Waste Rules

With the rise of e-commerce, environmental bodies are making substantial efforts to regulate and minimize the adverse impact it poses on the environment. Recently, a significant development caught attention when the Central Pollution Control Board (CPCB) informed the National Green Tribunal (NGT) about Amazon and Flipkart’s obligation to fulfil their Extended Producer Responsibility (EPR) under the Plastic Waste Management Rules, 2016.

Understanding the Plastic Waste Management Rules

The Plastic Waste Management Rules were established in 2016 to hold producers, importers and brand owners accountable for the collection of used multi-layered plastic sachet or pouches or packaging of the products they launch in the market. The rules seek to establish a robust system for collecting back the plastic waste generated due to packaging activities. These rules were initially limited to municipal districts; however, they have been extended to villages since.

Extended Producer Responsibility Explained

EPR is a policy approach that holds producers responsible – both financially and physically – for the treatment or disposal of post-consumer products. This responsibility incentivizes waste prevention at the source, promotes eco-friendly product design and aids in achieving public recycling and materials management goals.

Central Pollution Control Board’s Role

CPCB, a statutory organisation under the Ministry of Environment, Forest and Climate Change, was established in 1974 under the Water (Prevention and Control of Pollution) Act, 1974. Besides other roles and functions, the CPCB has been designated to formulate guidelines for thermoset plastic – a type of plastic that is difficult to recycle.
