Geo-Portal ‘PARIMAN’ Launched for Improved Urban Planning in NCR

The Indian government has launched the Geo-Portal for NCR, known as ‘PARIMAN’, to facilitate better sub-regional and local planning. Developed by the National Informatics Centre (NIC), the portal includes multiple layers of data collected from authentic sources, proving to be an important resource for city planning using geospatial technology.

Introducing PARIMAN

Launched in August 2021, PARIMAN stands for Portal for Analytical Regional Information and Mapping of NCR. This system has been implemented by the National Capital Region Planning Board (NCRPB) and the Union Minister for Housing & Urban Affairs. Initially designed for use by NCR participating states and the Office of NCRPB, it’s now accessible to the public.

PARIMAN is a comprehensive tool that contains multiple layers of data, including base maps, satellite image services, night light data of different time frames, elevation profiles of routes, administrative unit boundaries, points of interest, and area of interest functions.

The Significance of PARIMAN

This Geo-Portal is expected to improve decentralized planning and management in the NCR region. As an effective platform to understand existing structures within the NCR, it enables better planning and utilization of Remote Sensing and GIS technology.

Exploring Geospatial Technology

Geospatial technology encompasses several tools such as Geographic Information System (GIS), Global Positioning System (GPS), and Remote Sensing for geographic mapping and analysis. This technology captures spatial information about objects, events, and phenomena, allowing for intelligent map creation to identify spatial patterns in large volumes of data. Both static and dynamic location data can be used, facilitating decision-making processes based on scarce resources’ importance and priority.

Government Initiatives for Urban Planning and Development

The Indian government has launched several initiatives to address urban planning and development challenges. These include:

1. Smart Cities: This initiative promotes cities that provide core infrastructure, a high quality of life for its citizens, and a clean and sustainable environment through the application of smart solutions.

2. AMRUT Mission: Aimed at ensuring a tap with an assured supply of water and a sewerage connection for every household.

3. Swachh Bharat Mission-Urban: An initiative targeted at making urban India free from open defecation and achieving 100% scientific management of municipal solid waste.

4. HRIDAY: The National Heritage City Development and Augmentation Yojana focuses on bringing together urban planning, economic growth, and heritage conservation.

5. Pradhan Mantri Awas Yojana-Urban: This initiative addresses urban housing shortages among the Urban Poor, including Slum Dwellers, by ensuring a pucca house for all eligible urban poor.

Innovative technological tools like PARIMAN and existing government initiatives play a crucial role in urban planning and development, paving the way for more effective and efficient city planning strategies. The role of technology in implementing these strategies cannot be understated. The success of these initiatives relies heavily on the continued use and development of such technological tools.
