NMC Halts Expansion of Medical Colleges in Overpopulated States

The National Medical Commission (NMC), India’s apex regulator of medical education and practice, has put forth guidelines that have had significant implications on the growth and expansion of medical colleges throughout the country. Created by an act of parliament, the National Medical Commission Act in 2019, the NMC is dedicated to maintaining the highest standards of healthcare education on a national scale.

The Scenario of Medical Colleges in Indian States

In order to understand the impact of these guidelines, it is crucial to first explore the current state of medical colleges across India. There is a marked disparity in the allocation of medical college seats in relation to the population between different states.

States like Tamil Nadu, Karnataka, and Maharashtra boast a high ratio of medical college seats as compared to their population. Tamil Nadu leads with 11,225 seats, followed closely by Karnataka with 11,020 seats, and Maharashtra with 10,295 seats. Conversely, there is a severe shortage of medical college seats in states such as Meghalaya, Bihar, and Jharkhand where the deficit is more than 75%. Meghalaya, having a population of approximately 33.5 lakh, has a scant number of 50 medical college seats. Furthermore, Bihar and Jharkhand, with populations of 12.7 crore and 3.9 crore respectively, only have 2,565 and 980 medical college seats each. Notably, Uttar Pradesh, despite being the most populous state, suffers a 61% deficit with only 9,253 seats available.

Key Features of The NMC Guidelines

In August 2023, the NMC introduced regulations setting population-to-seats ratios for medical colleges. These new guidelines discourage states with more than 100 medical education seats per million population from expanding their medical education capacity. The key purpose behind this move is to address regional disparities and ensure the delivery of quality medical education across the country.

Impact on Existing and New Medical Colleges

These regulations by the NMC, which will be implemented from the 2024-25 academic session, will primarily affect new medical colleges and seat expansions in states that exceed the set population-to-seats ratio. However, it’s important to note that states with an excess of seats won’t be forced to shut down existing colleges or cut down the current number of seats.

NMC’s Role in Shaping Medical Education

Operating under the National Medical Commission Act of 2019, the NMC is committed to regulating medical education and practice in India. The recent introduction of these new guidelines is an example of how the NMC continues to shape the scenario of medical college seats across the country in an effort to uphold high standards of healthcare education. In addition to this, the NMC also issued new rules regarding professional conduct for doctors, mandating them to prescribe only generic drugs instead of specific brands. This demonstrates the NMC’s proactive approach to making health care more accessible and affordable.
