On 24 April 2026, the United States Department of Commerce announced preliminary anti-dumping duties of 123.04% on crystalline silicon photovoltaic cells and modules imported from India. The same determination covered imports from Indonesia at 35.17% and Laos at 22.46%.
Anti-Dumping Duty
Anti-dumping duty is a trade remedy imposed under domestic law when imported goods are sold at less than fair value. In the United States, anti-dumping cases are handled by the Department of Commerce and the United States International Trade Commission (ITC).
Related Trade Remedy Measures
The Commerce Department had already announced preliminary countervailing duties in February 2026. Countervailing duties are imposed to offset government subsidies received by exporters in the country of origin.
Investigation And Petition
The investigations began in August 2025 after a petition by the Alliance for American Solar Manufacturing and Trade. The coalition included First Solar, Hanwha Qcells, and Mission Solar.
- The petition covered crystalline silicon photovoltaic cells and modules from India, Indonesia, and Laos.
- The petition alleged that low-priced imports affected competition in the United States solar manufacturing sector.
- The Commerce Department found critical circumstances in cases involving Mundra Solar Energy, Mundra Solar PV, Kowa, and Premier Energies.
Critical Circumstances And Cash Deposits
Critical circumstances allow duties to apply to shipments made up to 90 days before the publication of the order. The United States Customs and Border Protection requires importers to post cash deposits based on the preliminary duty rates.
Trade Data And Timeline
India, Indonesia, and Laos together accounted for $4.5 billion of U.S. solar imports in 2025. This volume represented about two-thirds of total U.S. solar imports in that year. Final Commerce determinations for India and Indonesia are scheduled for around 13 July 2026. The ITC is expected to issue its final injury determination on 19 October 2026.
