The Odisha Cabinet has given its approval for the implementation of the ‘Ama Odisha Nabin Odisha’ scheme, a transformative initiative aimed at enhancing rural infrastructure, fostering rapid development, and preserving the rich culture and traditions of the state’s Jagannath community. With a budget allocation of INR 4,000 crore from the state funds, this scheme aims to uplift the rural areas of Odisha and provide them with essential amenities and facilities.
Revamping the Previous Intervention
The ‘Ama Odisha Nabin Odisha’ scheme is a modified version of the earlier intervention known as “Ama Gaon Ama Bikash.” With this new dimension, the state government aims to make the intervention more effective and impactful. The scheme will be implemented from the Financial Year 2023-24, and a significant budget of INR 4,000 crore has been allocated from the state budget to ensure its successful execution.
Coverage and Project Allocation
Under the scheme, all Gram Panchayats in each Block of the state will be covered. Each Gram Panchayat will be entitled to a fund allocation of INR 50 lakh. The project cost for the development of infrastructure and essential amenities will range from INR 2.5 lakh to INR 10 lakh. This inclusive approach ensures that every rural area in Odisha benefits from the scheme’s provisions, leading to equitable growth and development.
Vision and Objectives
The vision of the ‘Ama Odisha Nabin Odisha’ scheme is to transform Odisha into a modern and aspirational state while preserving the essence, soul, and spirit of Jagannath culture, which is deeply rooted in the region. The scheme aims to bridge the critical gaps in infrastructure and provide missing links in existing small projects. It also focuses on empowering women and youth, improving educational facilities, promoting digital connectivity, and enhancing sports facilities in rural areas.
Creating Additional Facilities
The scheme envisages the creation of additional facilities for Mission Shakti Groups at the Gram Panchayat level. By bridging critical gaps and providing urban-like facilities, the scheme aims to uplift rural areas and improve the living conditions of the people. This comprehensive approach takes into account the various needs of the community and aims to address them through targeted interventions.
Enhancing Facilities and Connectivity
The ‘Ama Odisha Nabin Odisha’ scheme places significant emphasis on the development of sports facilities to encourage the youth to participate in physical activities and foster a sporting culture. Additionally, the scheme aims to provide banking facilities to enhance financial inclusion and improve digital access through mobile connectivity, optical fiber connectivity, WiFi, and internet connectivity.
Community Involvement and Stakeholder Participation
To ensure the effective implementation of the scheme, local communities, community organizations, public representatives, and other stakeholders will be actively involved in suggesting and recommending projects under the scheme. This participatory approach ensures that the projects align with the needs and aspirations of the local population and that the scheme’s benefits reach the intended beneficiaries effectively.
