The Andhra Pradesh state government has recently introduced a new initiative known as ‘Mukhyamantri-Yuva Nestam’. This innovative scheme targets unemployed youths in the state, offering them a monthly allowance of Rs 1000 for their sustenance. Being an investment in the potential and capabilities of the younger generation, the programme is anticipated to benefit approximately 12 lakh jobless youths in the state. Moreover, to enhance employability, the government plans to offer industry-relevant skill development programmes as a non-compulsory part of the programme.
Eligibility and Coverage
Primarily, the Mukhyamantri-Yuva Nestam is designed for youths within the age bracket of 22-35 years. Strikingly, it does not impose any restrictions on the number of beneficiaries from a single family, extending its benefits to all eligible members. As a prerequisite for the scheme, the youth must be registered in the Smart Pulse Survey, also known as the “Praja Sadhikara Survey”. In addition, they must have valid Aadhaar numbers and provide other information necessary for authentication (e-KYC).
Exclusions in the Scheme
However, certain categories of youths are deemed ineligible for the scheme. For instance, those who are currently subscribed to subsidies exceeding Rs. 50,000 tailored towards self-employment projects cannot avail benefits under this scheme. Similarly, individuals who are making provident fund payments also fall outside the eligibility parameters of the Mukhyamantri-Yuva Nestam scheme.
Procedure for Allowance Disbursement
To ensure transparency and efficiency, the allowance promised under the scheme will be directly deposited into the bank accounts of the beneficiaries. This method of allowance disbursement aligns with the existing payment procedure used for disbursing old-age and social security pensions in the state.
About the Praja Sadhikara Survey
The Smart Pulse survey or the Praja Sadhikara Survey plays a pivotal role in the enrolment process for the scheme. Organized by the Andhra Pradesh government, this state-led survey serves as a mechanism for identifying suitable beneficiaries for various social sector schemes operating within the state. By conducting this survey, the government aims to extend the benefits of state-run social schemes to the most deserving candidates.
