APAAR Initiative for Unified National Student ID Card

The Government of India has embarked on an ambitious project to provide a unified national student ID card to all students enrolled in higher education institutions across the country. Christened ‘APAAR’ (Accessible, Parameters-based, Affordable, Reliable), this initiative aims to solve multiple issues plaguing India’s education sector through a reliable and verifiable student identification system powered by state-of-the-art blockchain technology.

Need for APAAR

Higher education in India has expanded rapidly over the past two decades. With over 1000 universities, 42,000 colleges and 11,000 standalone institutions enrolling over 37 million students as of 2023-24, India has one of the largest and most complex higher education systems in the world.

However, there are several lacunae that the current system faces:

  • No unified student ID card – Institutions issue their own ID cards in different formats, which are not recognized across the country
  • Identity verification and background checks are difficult, leading to fake admissions and identity thefts
  • Tracking academic records and credentials across institutions is challenging
  • Difficulty in availing government benefits due to lack of verifiable ID proof

To address these gaps, the University Grants Commission (UGC) has been mulling over a universal student ID card for all college and university students in the country for several years.

Key Features of APAAR ID Card

APAAR will have the following key features:

  • 12-digit unique ID number for each student mapped to Aadhaar
  • Will serve as a single source of identity/ID verification across all campuses
  • Stores academic credentials via blockchain enabling record-keeping and transfers
  • Multilingual QR code providing key details and eliminating data entry needs
  • Advanced security protocols making it impenetrable to hacking/duplication

Rollout Plan in Phases

As per latest updates, APAAR is set to be rolled out in three phases:

Phase I (2023-24)
  • Pilot testing across 15 universities including central and state institutions
  • Open APIs for integration with university databases and government platforms
  • Develop unified portal for nation-wide authentication and verification
Phase II (2024-25)
  • Expand coverage to top 100 universities and 50,000 affiliated colleges
  • Integration with DigiLocker for document uploads and linkage to academic records
  • Enable card usage for availing government scholarships/benefits
Phase III (2025 Onwards)
  • Achieve 100% coverage of all 37 million higher education students in India
  • Explore linkages with State Resident Data Hubs for seamless public service delivery
  • Facilitate India-wide student exchange programs with unified identity protocol

Partnerships and Ecosystem Enablers

To ensure smooth adoption across India’s complex higher education landscape, APAAR is being developed in collaboration with key ecosystem enablers:

Technology Partners
  • Ministry of Electronics and Information Technology (MeitY) – Providing standards and specifications for blockchain-based identity management
  • National E-Governance Division – Defining integration requirements with other government databases
  • Indian Software Product Industry Round Table (iSPIRT) – Building open standard APIs for easy integration with university systems
  • Unique Identification Authority of India (UIDAI) – Integration support for mapping with Aadhaar data
Banking Partners

Leading banks such as SBI, ICICI and Axis Bank have agreed to provide supporting banking services by enabling:

  • Opening no-frills bank accounts for students
  • Streamlining education loans using APAAR ID as verification
  • Integration with other payment systems
Implementation Support
  • NIELIT – To setup support centers across India for card issuance and authentication
  • CDAC – Developing training programs on usage guidelines for universities
  • Infosys & TCS – Extending implementation assistance to institutions

Challenges in Adoption

While APAAR holds tremendous potential, some key challenges need to be addressed:

Data Privacy Concerns
  • Apprehensions about surveillance risks from linking with Aadhaar
  • Need for robust policies assuring consent-based data access
Complexity due to Legacy Systems
  • Re-engineering legacy university systems for API integration difficult
  • Will require changes in student enrolment processes
Financial Burden on Institutions
  • Upfront costs for procurement of smart card readers and systems upgrades

Overcoming these early challenges will determine rapid adoption and usage at scale.

The Road Ahead

APAAR promises to radically transform India’s student identification and authentication protocols through state-of-the-art technology.

  • By providing a portable, nationally recognized ID, it has the potential to greatly ease verification processes for availing education loans, applying for higher studies, obtaining scholarships and participating in student exchange programs.
  • If executed well, this flagship initiative under the National Education Policy 2020 will integrate India’s fragmented and complex higher education landscape onto a common digital platform.
  • It will also enable enhanced governance through real-time analytics and strengthen equity and inclusion through standardized access.
  • Much will depend on building robust partnerships, addressing valid concerns around privacy and catalyzing wholehearted support from universities around the country.
