COPE INDIA Exercise Upgraded to Trilateral Level

Trilateral Level Elevation of ‘COPE INDIA’ Exercise

In a significant development, India and the United States have taken their bilateral exercise – ‘COPE INDIA’, to a trilateral level, with the inclusion of Japan. Initiated in 2004, the ‘COPE INDIA’ exercise which has been chiefly hosted by the Indian Air Force, witnesses an upgrade in its format. The forthcoming exercise is scheduled to take place in December. The three countries already engage in naval war games under the Malabar exercise.

‘COPE INDIA’: A Historical Overview

The ‘COPE INDIA’ exercise was introduced in 2004 with the prime objective of enhancing mutual understanding and operational capabilities amongst the participating countries, particularly between India and the US. The exercise was primarily a series of combined air force field training exercises, hosted primarily by the Indian Air Force. Its focus pertains to promoting closer relations and interoperability among the forces through exchange of techniques, ideas, and experiences.

Inclusion of Japan: An Expansion towards Trilateral Participation

The decision to include Japan in the ‘COPE INDIA’ exercise marks a key expansion towards trilateral participation, adding a new dimension to the engagement. The inclusion not only increases the scope of the exercise, but also aims at strengthening security and geopolitical ties amongst the three nations. The move is indicative of the increasing convergence of interests among the three countries in face of evolving regional dynamics.

The Role of ‘Malabar Exercise’

India, Japan, and the US already conduct naval war games together under the banner of the Malabar Exercise. Instituted in 1992, the Malabar Exercise was initially a bilateral naval exercise between India and the US. Japan became a permanent participant in 2015. The primary purpose of this exercise is promoting better cooperation among the navies and fostering mutual understanding and interoperability. It provides a platform for the three countries to exchange skills and experiences related to maritime security operations.
