CRISP-M tool

CRISP-M tool is Climate Resilience Information System and Planning tool. It was developed by Ministry of Rural Development. The ministry was supported by Madhya Pradesh Council of Science and Technology. The main objective of the tool is to assist Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). The tool will help MGNREGS amplify the climate resilience impacts of its work. That is, it will help to include climatic factors while planning developmental processes.

Important Facts for UPSC Examination

The CRISP-M tool was launched by the Minister of Rural Development and Panchayati Raj Giriraj Singh. It was launched on October 13, 2021. It will help to include climatic factors during the implementation of MGNREGS. The British Government helped in designing the tool. The tool is to be used in seven states. They are Jharkhand, Bihar, Madhya Pradesh, Uttar Pradesh, Chhattisgarh, Rajasthan and Odisha and Rajasthan. Here the Government of United Kingdom, Ministry of Rural Development and Foreign Commonwealth and Development Office are already working towards climate resilience.

Significance

Climate resilience is the adaptive capacity of a system to absorb stresses created by climate change. A good climate resilient network will include institutions that hold strong social, economic, political and financial conditions. Also, a good climate resilient network will overcome socioeconomic inequalities. By including climate resilience into the implementation of MGNREGS, India shall address the issues of global poverty, food justice and industrial development.

CRISP-M tool at local and community level

The tool will help address housing inequalities. This is because not all the communities are able to sustain adverse impacts of extreme weather events. It will help to bring upon technological solutions. It will help to build climate resilient infrastructure. Also, it will help in greater disaster preparedness.

Need for CRISP-M tool

India is one of the countries that are more vulnerable to climate change. India is experiencing decline in monsoon rainfall since 1950s. Usually, the chance of occurrence of extremely wet monsoon is once in hundred years. However, at 4C warming, this is to occur every ten years. 15% of ground water resources of India are overexploited. With climate change, this is to increase. The Himalayan glaciers are melting at faster rates. Sea level is rising. For these reasons, it is essential to build a climate resilient India. The tool will help to achieve this.
