Defence Ministry Enhances Financial Delegation Powers, 2021

The Ministry of Defence’s recent release of the Delegation of Financial Powers to Defence Services (DFPDS) 2021 rules has been noted with interest. The primary aim of this amplified delegation of financial powers is to bridge procedural delays, encourage greater decentralisation, and improve operational efficiency. A noteworthy stride in defence reforms, DFPDS 2021 aims to bolster security infrastructure.

Key Elements of DFPDS 2021

One of the main components of the DFPDS 2021 involves significant changes to how financial powers are distributed within different defence sectors. This includes increased delegation of revenue procurement powers for the Army, Navy, and Air Force. The Vice Chiefs of Services also see a 10% increase in their Delegated Financial Powers. Additionally, new officers among the services have been allocated financial powers based on specific requirements.

Impact on Operational Preparedness

The new rules introduced under DFPDS 2021 significantly impact procedures pertaining to the acquisition of critical equipment. Now, such gear can be leased for short periods instead of outright purchases or long-term leases. This not only cuts down considerably on expenses but also speeds up the process significantly. Moreover, it allows Field Commanders and those below them to procure war-like stores and equipment quickly to cater to urgent operational needs and to meet essential sustenance requirements.

Promotion of Ease of Doing Business

One of the most significant changes under DFPDS 2021 pertains to domestic manufacturing and R&D sectors. Funding related to Indigenisation/R&D has witnessed an increase of up to three times, furthering the goal of ‘Atmanirbhar Bharat’ or self-reliant India.

Recent Defence Sector Reforms

Significant transformations have taken place in the defence sector, largely attributed to the creation of the post of Chief of Defence Staff and the establishment of the Department of Military Affairs. Further, the Defence Acquisition Procedure 2020 marked a milestone in defence reforms.

India’s defence arsenal has seen significant additions in recent years such as the Rafale fighter aircraft and S-400 missile defence system. These acquisitions exemplify India’s commitment to bolstering its defence capabilities.
