DGCA Issues Advisory on GPS Spoofing to Indian Airlines

The Directorate General of Civil Aviation (DGCA) has recently issued a circular to Indian airlines prescribing specific mitigating measures against potential spoofing of navigational signals. This advisory comes in the aftermath of spoofing incidents near Iranian airspace and follows a similar warning issued by the U.S. The threat involves what is termed as GPS spoofing, a form of covert tampering that causes the GPS receiver to relay false position and time data.

Understanding GPS Spoofing

GPS spoofing is essentially a deceptive act where an authentic satellite signal is surreptitiously replaced, leading to erroneous output from the GPS receiver. This can prove to be quite dangerous, especially in the aviation industry where accurate positioning and timing is crucial. In recent times, there have been instances of such spoofing attempts near Iran’s airspace, which has necessitated the issuance of advisories by the aviation authorities worldwide.

DGCA’s Advisory and Mitigation Measures

In response to these global concerns, the DGCA has issued a comprehensive advisory to all Indian airlines. It has emphasized developing contingency procedures in collaboration with equipment manufacturers. They are tasked with instituting a threat monitoring and analysis network. This network should have provisions for both preventive and reactive threat monitoring. As part of this mandate, the network shall also undertake the task of analyzing reports of GNSS interference or compromise.

Impact on GAGAN

An important part of India’s air navigation infrastructure is the GPS Aided Geo Augmented Navigation (GAGAN), spearheaded by the Indian Space Research Organisation (ISRO). The recent advisories and efforts to fortify against GPS spoofing have crucial implications for GAGAN as well. The vulnerabilities exposed by the spoofing attempts amplify the need for comprehensive protection of this system and enhanced protective measures.
