Draft National Code Against Age Fraud in Sports

Draft National Code Against Age Fraud in Sports

The Draft National Code Against Age Fraud in Sports (NCAAFS) 2025 has been introduced by the Ministry of Youth Affairs and Sports in India. This initiative aims to combat age fraud in sports effectively and enhance the integrity of competitions. The draft is open for public feedback until March 31, 2025. It marks update, revising existing regulations after 15 years.

Objective

The primary goal of the NCAAFS is to ensure fair competition in sports. It seeks to prevent age fraud that undermines the legitimacy of competitions. The code focuses on ethical governance and accountability in sports.

Key Features

The code introduces several critical features. It mandates age verification through a centralised database. Athletes must submit specific documents during registration. Verified ages will be digitally locked to prevent manipulation.

Medical Examination Protocols

In cases of age discrepancies, medical examinations will be conducted. Techniques include the TW3 method, MRI scans, and dental assessments. AI-based bone assessments will be piloted to enhance accuracy. Disputes can be appealed to a designated medical panel.

Penalties for Violations

Strict penalties are outlined for age fraud. A first offence results in a two-year ban and forfeiture of titles. A second offence leads to a lifetime ban and legal action. Coaches and officials face similar repercussions.

Whistle-blower Mechanism

A secure platform will allow anonymous reporting of age fraud. A reward system aims to encourage whistle-blowers to report violations. This mechanism enhances transparency and accountability.

Amnesty for Self-Disclosure

The code includes a one-time amnesty period for athletes to voluntarily disclose their correct age. Participants will undergo performance reviews and may be reassigned to suitable age groups.

Appellate Mechanism

A two-tier appellate system will handle disputes regarding age determination. Initially, athletes can appeal to a Regional Appellate Panel. If unsatisfied, they may approach the Central Appeals Committee, whose decisions are final.

Role of Integrity Officers

Integrity and Compliance Officers will be appointed by National Sports Federations. They are responsible for verifying age-related documents and ensuring compliance with the code.

National Database and ID Cards

A centralised digital portal will store age verification data. Athletes will receive QR-enabled ID cards after verification. These cards must be presented at all sporting events.

Public Accountability

The Ministry will oversee compliance with the NCAAFS. National Sports Federations must submit regular compliance reports. This monitoring framework ensures adherence to the code’s provisions.

Applicability of the Draft

The NCAAFS applies to all stakeholders in recognised sports federations and agencies. States and Union Territories can adopt or model their policies on this framework.
