Farmer ID Initiative Enhances Agricultural Identity

The Ministry of Agriculture and Farmers’ Welfare (MoA&FW) has launched an initiative to streamline the generation of Farmer IDs. This programme is part of a broader effort to digitise agriculture in India. The Farmer ID, also known as Kisan Pehchaan Patra, is a unique digital identity linked to Aadhaar and state land records. It contains vital information about farmers, including demographics, crops sown, and ownership details.

Overview of the Farmer ID

The Farmer ID is designed to create a comprehensive database known as the Farmer Registry. This registry is one component of the Agri Stack initiative under the Digital Agriculture Mission. The government aims to generate digital identities for 11 crore farmers over the next three years. The timeline includes 6 crore farmers in 2024-25, 3 crore in 2025-26, and 2 crore in 2026-27.

Camp-Mode Approach

To expedite the registration process, the MoA&FW has advised states to adopt a camp-mode approach. This method is intended to make the registration process more inclusive and efficient. States will receive financial incentives to encourage the organisation of these camps. Each camp can earn up to ₹15,000, while an additional ₹10 will be provided for each Farmer ID generated.

Financial Incentives and Support

The financial incentives for the Farmer ID initiative will come from the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) scheme. The Finance Ministry has also allocated ₹5,000 crore for states to create the Farmers’ Registry under the Scheme for Special Assistance to States for Capital Investment 2024-25. States can access these funds until March 2025.

Progress and Implementation

Several states have already made progress in generating Farmer IDs. States like Gujarat, Madhya Pradesh, Maharashtra, and Uttar Pradesh have seen a rapid pace of registration. Meanwhile, Assam, Chhattisgarh, and Odisha are currently in the field-testing phase. Other states are at various stages of implementation.
