First International Summit on Responsible AI in Military Held

Artificial Intelligence (AI) is reshaping our world in unprecedented ways, including in militaries across the globe. The responsible use of AI in the military was recently discussed at the world’s first International Summit on the Responsible Use of Artificial Intelligence in the Military (REAIM 2023) held in the Hague, Netherlands.

The REAIM 2023 Summit

Co-hosted by South Korea, the REAIM 2023 Summit brought together government delegations, researchers, defense contractors, corporations, startups, and civil society from over 80 countries. Notably absent was India, who did not participate in the event. The summit aimed to raise awareness about the use of AI in the military sector, mobilize stakeholders, share experiences and uncover best practices.

The conference highlighted four themes: breaking down the characteristics of AI, responsible deployment and use of AI, and the creation of governance frameworks. A key outcome was that AI should involve ‘appropriate levels of human judgement’, a declaration signed by over 60 nations including superpowers China and United States.

Opportunities and Concerns with Military AI

While AI offers enormous potential for enhancing human capabilities, particularly in decision-making processes, its deployment in military contexts also raises complex issues related to transparency, reliability, predictability, accountability, and bias. The stakes are high, with these concerns amplified because of the inherent risks associated with military applications.

Addressing Bias through Explainable AI

To tackle bias in AI systems, researchers have turned to explainable AI. By providing greater insight into how an AI system makes decisions, biases can be identified and minimised, ensuring that algorithms are fairer. Of course, the final responsibility for any decision rests with a human, ensuring a level of accountability.

There are several ways to ensure the use of AI aligns with ethical principles:

Engaging a diverse range of stakeholders in the development process can ensure everyone’s needs and concerns are considered.

Regular Ethical Audits

Routine reviews of AI systems can identify areas for improvement and ensure their alignment with ethical values and principles. By doing so, we will continue to enable AI to play a meaningful, responsible role in our societies and militaries.
