French Agencies Support India’s Railway Station Development

The Indian Railway Station Development Corporation (IRSDC), an offspring of the Ministry of Railway in India, recently penned a tripartite agreement with French Railways (SNCF) and AFD, a French Development Agency. The agreement is designed to spark a revolutionary transformation in the railway station development program through the provision of dedicated financing.

In line with the agreement, AFD commits to support capacity building by offering in-kind grant financing up to 700,000 EUROs. This financial aid will be channeled through the French National Railways (SNCF)-Hubs and Connexions, acting as Technical Partners to the corporation. Crucially, this financial assistance does not impose any financial liability on either the Indian Railways or the IRSDC.

Role of IRSDC in the Indian Railways Station Development

Formally established under the Companies Act, 1956 on April 12, 2012, IRSDC is shouldered with the responsibility of developing and redeveloping both new and existing railway stations across India. It operates as a special purpose vehicle (SPV) and is a product of a joint venture between the Indian Railway Construction Company Limited (IRCON) and the Rail Land Development Authority (RLDA).

The core objective of IRSDC is the creation of world-class railway stations leveraging state-of-the-art sustainable technologies. These ambitious redevelopment efforts are overseen under a unique PPPP project model – Public Private Partnership People project.

One of the defining characteristics of this model is the active participation of developers and the leasing of surplus railway land. This strategic approach allows for the effective monetization of existing assets without exerting undue pressure on the nation’s budgetary resources.
