The Indian health ministry has accepted the resignation of K S James, the Director of the International Institute for Population Sciences (IIPS), and revoked his suspension. His suspension in July was related to allegations of irregularities in appointments and compliance with reservation rosters. A fact-finding committee (FFC) found prima facie irregularities in 11 out of 35 complaints received. Despite the suspension, James tendered his resignation in August, which has now been accepted.
Allegations of Irregularities
K S James was suspended from his position as the Director of IIPS in July following allegations of irregularities in appointments, faculty recruitment, and compliance with reservation rosters during his tenure. These allegations led to the launch of a probe by the Ministry of Health and Family Welfare.
Suspension Revoked Due to Material Changes
A recent order from the statistics division of the health ministry cited “material changes in circumstances” as the reason for revoking James’s suspension. This decision was made after a subsequent review by the competent authority. The authority believes that the suspension need not be extended any further.
Resignation Accepted
In addition to revoking the suspension, the health ministry has accepted K S James’s resignation from his position as Director and Senior Professor at IIPS. The resignation was submitted for personal reasons and has been approved, effective from the date of clearance of his government duties or immediately, depending on which occurs later.
Investigation and Allegations
A fact-finding committee was formed on May 6 by the ministry to investigate the allegations made against K S James. Out of the 35 complaints received, the committee found prima facie irregularities in 11 cases. These irregularities were primarily related to appointments, faculty recruitment, compliance with reservation rosters, and issues with records.
Preventing Interference in the Investigation
The health ministry expressed concern that James’s presence might interfere with the investigation by affecting the cooperation of other IIPS officials. This led to the decision to suspend him and prevent any potential interference with the investigation process, allowing for a fair and thorough inquiry into the allegations.
