The Government of India has recently approved a Memorandum of Understanding (MoU) in the field of judiciary interaction between India and Maldives’ Judicial Service Commission. This agreement is not the first of its kind: India has already signed similar agreements with seven other nations, promoting cooperation in matters related to law and justice.
A landmark initiative during the recent visit of the Indian External Affairs Minister to Maldives was the inauguration of the National College for Policing and Law Enforcement (NCPLE). One of the largest projects funded by India within the borders of Maldives, the NCPLE is situated in Addu City.
The Importance of MoU
Promoting judicial cooperation, this MoU paves the way for technology integration in court proceedings and provides an immense growth opportunity for IT companies operating in both nations. This agreement further strengthens the existing amicable relations between the two countries. An added benefit is the facilitation of the exchange of expertise and technical knowledge in legal and judicial sectors, thus advancing India’s ‘Neighbourhood First’ policy.
Significance of India-Maldives Relations
Maldives’ strategic location in the Indian Ocean, flanked by crucial Sea Lanes of Communication (SLOCs), makes it a vital hub for maritime trade routes. Around half of India’s external trade and 80% of energy imports transit these SLOCs. It’s worth noting that the Maldives is also a member of the South Asian Association for Regional Cooperation (SAARC) and the South Asia Subregional Economic Cooperation (SASEC).

India and Maldives have enjoyed strong diplomatic ties over several decades. From providing urgent aid in times of crisis to conducting joint military exercises, both nations have supported each other consistently.
India extended assistance during the 1988 coup attempt under Operation Cactus and also during the 2004 tsunami and subsequent drinking water crisis in Male. Furthermore, the Maldives has been a prime recipient of India’s Covid-19 aid and vaccine delivery.
Challenges in India-Maldives Relation
Despite strong diplomatic relations, several challenges remain. Political instability and perpetuating radicalization within Maldives are areas of concern. Additionally, China’s growing footprint in South Asia and its strategic presence in the Maldives pose potentially significant risks.

It is vital for India to remain vigilant and attentive concerning developments in the Maldives. The security dynamics in the Indo-Pacific region require India to play a proactive role in ensuring regional stability within South Asia and its maritime boundaries.
