India PM Visits France, Condemns Terrorism, Cooperates on Defense

The Prime Minister of India recently embarked on a two-day visit to France, marking his first participation in a G-7 meeting as a non-member country upon invitation from the French government. The visit included discussions on a broad range of issues with the President of France. A key point of these discussions was a joint condemnation of cross-border terrorism in all its forms and manifestations, particularly those originating from Pakistan-based terror outfits carrying out anti-India activities, notably in Jammu and Kashmir.

A Joint Stance Against Terrorism

During the visit, France backed the Indian Prime Minister’s proposal to hold an international conference focusing on terrorism. Both countries urged the United Nations to support the organization of a new “No Money for Terror” International Conference on Fighting Terrorist Financing set to be held in Melbourne. France and India both agreed on enhancing operational cooperation and taking up new measures to combat radicalization, especially online radicalization.

Both leaders also expressed their support for the implementation of the Christchurch Call to Action, a strategy adopted in Paris last year aimed at eliminating terrorist and violent extremist content online.

Progress in Defence and Nuclear Cooperation

The two countries expressed satisfaction over the progress in implementing previously signed agreements. They reaffirmed their commitment to strengthen their cooperation in the defence industry, respecting the spirit of “Make in India” for mutual benefit.

In terms of nuclear power, both countries showed contentment over the progress made in talks between NPCIL and EDF since the conclusion of the Industrial Way Forward Agreement in 2018. This agreement was vital for the construction of six nuclear power reactors in Jaitapur, Maharashtra.

Solidifying Cooperation in Space Exploration

The two countries have decided to intensify their cooperation in space research to tackle new challenges together, covering planetary exploration or human spaceflight.

Adoption of Cybersecurity and Digital Technology Roadmap

Both nations agreed on a cybersecurity and digital technology roadmap aimed at expanding bilateral cooperation, especially in strategic sectors such as high-performance computing and artificial intelligence.

France and India shared a commitment to maintaining freedom of navigation, especially in the Indo-Pacific zone. The swift implementation of the Joint Strategic Vision of India-France Cooperation in the Indian Ocean Region was reviewed during the President’s visit to France.

Additionally, two sides decided to establish an appropriate framework to promote bilateral trade and investment.

Active Cooperation on Afghan Issue

The two sides agreed to actively cooperate for international peace and security. They supported an inclusive peace and reconciliation process in Afghanistan. This process is anticipated to be Afghan-led, Afghan-owned and Afghan-controlled.

White Shipping Agreement

The White Shipping agreement refers to the exchange of advanced information regarding the identity and movement of commercial non-military merchant vessels. India has signed such agreements with several countries, including the United States and Singapore, and seeks similar agreements with other nations.
