India Restructures Skill Development Initiatives Under Skill India

The Government of India has restructured its skilling initiatives by merging three programmes into the Skill India Programme. This decision follows the Cabinet’s approval of an ₹8,800 crore outlay for a three-year period, concluding in 2025-26. The initiative aims to enhance vocational education and training for various demographics, particularly the urban and rural populations, including marginalised communities.

Key Components of Skill India Programme

The Skill India Programme comprises three main components

  • Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0) This scheme focuses on short-term training and skills development. It targets individuals aged 15 to 59 years. The programme has introduced over 400 new courses that emphasise emerging technologies such as artificial intelligence, cybersecurity, and drone technology.
  • Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS) PM-NAPS supports apprentices and employers by providing financial assistance. The government covers 25% of the stipend, up to ₹1,500 per month, through Direct Benefit Transfer. This scheme caters to individuals aged 14 to 35 years, promoting on-the-job training and skill acquisition.
  • Jan Shikshan Sansthan (JSS) Scheme The JSS is a community-focused initiative aimed at providing accessible vocational training. It targets women, rural youth, and economically disadvantaged groups aged 15 to 45 years. The JSS offers low-cost training with flexible schedules to ensure that those in need can benefit from skilling opportunities.

Objectives and Impact

The Skill India Programme aims to provide structured skill development and community-based learning. By focusing on high-quality vocational education, it seeks to empower individuals and enhance employability. More than 2.27 crore people have benefited from these initiatives so far.
