Indian Minister Addresses 6th CICA Summit in Kazakhstan

In recent news, the 6th Summit of Conference on Interaction and Confidence Building Measures in Asia (CICA) was addressed by the Minister of State for External Affairs. This significant meeting unfolded in Astana, Kazakhstan, where India, as one of the founding members, played a crucial role.

Understanding the Significance of CICA

The establishment of CICA reflects an effort to bolster regional cooperation. As a critical intergovernmental forum, CICA strives to ensure a harmonious blend of peace, security, and stability across Asian territories. The idea came about from Kazakhstan’s First President, Nursultan Nazarbayev, who proposed it during the 47th session of the United Nations General Assembly in 1992 with the inaugural summit taking place ten years later in June 2002.

Framework and Decision Making within CICA

The highest decision-making organ within CICA is the Meeting of the CICA Heads of State and Government, also known as the Summit. This vital gathering is scheduled to be held every four years and serves as a platform for leaders to conduct consultations, review the progress of CICA activities, and set priorities for the future. To ensure continuity and regular monitoring, the Meeting of the Ministers of Foreign Affairs is slated to be conducted biennially.

The Members and Observers of CICA

CICA unites 27 Asian nations under one umbrella, including prominent nations such as Azerbaijan, Bahrain, China, Egypt, India, Iran, Israel, Russia, South Korea, and Turkey. Additionally, nine observer states and five international organizations are part of this forum – indicating its far-reaching influence and appeal.

India’s Role within CICA

India takes on a dual leadership role within CICA. As the co-chair of two CICA Confidence Building Measures (CBMs), India focuses on the ‘Development of Secure and Effective Systems of Transportation Corridors’ and ‘Energy Security’. These roles signify India’s commitment to collective progress and regional stability.

The Location of the CICA Secretariat

Since June 2006, Almaty, in Kazakhstan, has been home to the CICA Secretariat. This strategic location enables a smooth coordination process amongst member nations and other stakeholders involved in the organization.

The regular meetings and wide-ranging activities of the CICA demonstrate a strong commitment towards the development of Asia. With the 6th Summit recently concluded, many await the implementation of its resolutions and the promise of a more peaceful, secure, and cooperative Asia.
