Seven sub-committees have been formed to develop the plan. These include experts from government, industry, and academia. Key ministries involved are Heavy Industries, Power, Road Transport, Commerce, Petroleum, and Environment. Industry bodies such as SIAM, ACMA, CII, and FICCI also participate. Academic institutions and research agencies contribute to technology and policy inputs.

The mission aims to boost sector growth, exports, and industry advancement. It seeks to integrate OEMs, auto component manufacturers, policymakers, and end users.
