Initiated in 2020, the National Cyber Security Strategy was formulated by the Data Security Council of India (DSCI), led by Lt General Rajesh Pant. However, despite the significant increase in cyberattacks on India’s networks, the Centre is yet to execute this strategy.

A recent report by Palo Alto Networks, an American cybersecurity firm, indicated that Maharashtra was the most targeted state in India in 2021, accounting for 42% of all ransomware attacks. The digitisation of critical infrastructure – including financial services, banks, power plants, and manufacturing units – further elevates the necessity of a sound cyber security strategy.
Significance of Cyber Security in Various Sectors
The increasing interconnectedness of sectors and proliferation of internet entry points emphasize the need for protecting critical sectors. Governmental entities maintain confidential data concerning the country and its citizens. Even individuals and businesses are at risk, as personal information or critical business data can be misused or lost.
Main Considerations of the National Cyber Security Strategy
The National Cyber Security Strategy focuses on several vital components such as large-scale digitization of public services, supply chain security, protection of critical information infrastructure, digital payments, and the security of small and medium businesses. Further, the strategy suggests budgetary provisions, stimulating research, innovation, skill-building, and technology development. A particular emphasis is also placed on crisis management and cyber diplomacy.
Proposed Solutions in the Report
The DSCI proposed several solutions for enhancing cyber security. These include investing in the digitization of ICT, setting up outcome-based cyber security programs, initiating a ‘cyber security services’ cadre chosen from the Indian Engineering Services. There is also a recommendation to explore cyber insurance possibilities and enhance cyber diplomacy.
Addressing Cybercrime
The increase in cybercrime worldwide calls for addressing legal and judicial issues related to spamming, fake news, and technology transformation. The report suggests strategies such as setting up exclusive courts to handle cybercrimes, removing the backlog of cybercrime cases, and providing advanced forensic training to agencies.
Existing Government Initiatives for Cyber Security
Several initiatives have already been launched by the government to address cyber security concerns. These include the Cyber Surakshit Bharat Initiative, Cyber Swachhta Kendra, Online cybercrime reporting portal, Indian Cyber Crime Coordination Centre (I4C), National Critical Information Infrastructure Protection Centre (NCIIPC), and Information Technology Act, 2000.
