The topic of ethics and its dimensions, determinants and consequences in human action have recently come to the forefront with an incident involving an Indian Police Service (IPS) officer. The officer utilized a soft policing approach to tackle the issue of illegal hooch distilleries in Solapur, Maharashtra. The production of hooch involves adulterating cheap distilled liquor or ‘country alcohol’ with industrial alcohol or methanol, increasing its intoxicating potency. Between 2016 and 2020, consumption of such illicit hooch resulted in 6,172 deaths in India, as per National Crime Records Bureau (NCRB) data.
The Role of Government Bodies
Both state and central governments play a crucial function in cases like this, primarily to preserve constitutional values such as prohibition, mentioned in Article 47. They hold the duty to maintain impartiality when taking legal measures against offenders, ensure transparency in investigations, and fairness in decision-making processes. Determining accountability in mishaps is also essential.
Duties of the District Magistrate
The district magistrate is tasked with upholding justice vigorously and impartially, regardless of the power wielded by the culprits. Displaying empathy towards the victims and their families also falls within their responsibilities.
Responsibilities of the Police
Police officials are tasked with curbing the illegal trade of liquor, maintaining an unbiased attitude while executing their duties. Not exonerating politicians, upholding integrity, assuming responsibility for their actions, rectifying dereliction of duties, and eliminating corruption underscores their role.
Role of the Media
The media, being one of democracy’s pillars, has the responsibility of reporting truthfully and fearlessly. Yet, their reports must remain objective, understanding the potential impact on the public.
Ministers/MLAs and Society
Ministers and MLAs must uphold integrity by adhering to the laws diligently while holding true to their public service oath. Society needs to refrain from liquor consumption, acknowledging its health hazards, and embrace Gandhian principles of prohibition. Being a good citizen also involves assisting administration and police in implementing justice.
Recommended Measures
One of the ways forward is the ‘Operation Parivartan’, an action plan that combines soft policing methods with dedicated crackdown on illegal liquor distilleries. Public campaigns incorporating advertisements and street plays can appeal to people to curb liquor consumption. Additionally, initiating rehabilitation processes for alcohol-addicted individuals can be beneficial. To ensure this, adequate funds need to be allocated to open de-addiction centres.
