Jharkhand’s Vision Document to Achieve 2070 Net Zero Target

The Jharkhand government has taken a significant step towards combating climate change and working towards a carbon-neutral economy by issuing a visionary document outlining key thematic areas. This vision, geared towards achieving India’s net-zero target by 2070, encompasses a convergence approach and comprehensive vision in national and state-level efforts for sustainable and just transition.

Task Force for Sustainable Just Transition

Since November 2022, Jharkhand has been at the forefront of climate action as the first state in India to establish a ‘Task Force’ dedicated to Sustainable Just Transition. This task force plays a pivotal role in shaping the state’s green economy, ensuring that the transition towards sustainability is both equitable and fair for all sections of society.

Balancing Energy Needs: Renewables and Coal Transition

The vision document emphasizes the importance of striking a balance between meeting energy needs and transitioning towards cleaner alternatives. Jharkhand aims to generate power through renewable energy sources like solar energy and hydrogen energy. However, the state also recognizes the role of coal and thermal power plants in supporting the livelihoods of numerous people and local industries. The approach is to gradually transition away from fossil fuels while safeguarding the interests of those dependent on the coal sector.

The vision document underscores the significance of a convergence approach, aligning efforts across various departments and stakeholders to ensure a successful transition towards a carbon-neutral economy. By fostering inter-departmental cooperation, Jharkhand seeks to maximize the impact of climate solutions and streamline sustainability efforts.

To create an all-encompassing and effective vision, Jharkhand has followed an inclusive and participatory process. The preparation of this document involved extensive study and analysis by renowned research partners, incorporating the best practices from both national and global contexts. The active participation of all stakeholders, including government officials, experts, and civil society, ensures a holistic and well-rounded vision.

Key Areas of Focus

The vision document outlines eight key thematic areas that will be crucial in driving the state towards a sustainable and green future:

  1. Livelihood and Energy Transitions: Ensuring that the transition to sustainable energy sources and practices leads to improved livelihood opportunities for the people of Jharkhand.
  2. Decarbonizing Pathways: Outlining clear and feasible strategies to reduce carbon emissions across sectors to combat climate change effectively.

  4.  Coal Transition: Gradually phasing out coal dependency and embracing cleaner alternatives to address environmental concerns while supporting affected communities.
  5.  Sustainable Mobility Transition: Encouraging the adoption of eco-friendly transportation modes and infrastructure to reduce emissions and improve air quality.
  6. Investment and Finance: Mobilizing funds and investments to support sustainable projects and initiatives in the state.
  7. Institutional Framework: Establishing a robust institutional framework to oversee the implementation of climate policies and drive sustainable development effectively.

Strengthening National and Global Climate Efforts

Jharkhand’s ambitious initiative will not only bolster India’s efforts towards climate solutions but also contribute to the global fight against climate change. By setting an example of inter-departmental convergence and participatory planning, the state can inspire other regions and countries to adopt similar approaches for a resilient and sustainable future.
