Kaleshwaram Lift Irrigation Project

The Kaleshwaram Lift Irrigation Project (KLIP) is endeavour aimed at addressing water scarcity in northern Telangana. Initiated in June 2019, this project is touted as the world’s largest multi-stage lift irrigation system. However, recent inspections by the National Dam Safety Authority (NDSA) revealed severe structural issues in its barrages, raising concerns about its safety and sustainability.

KLIP

The Kaleshwaram project spans approximately 500 km across 13 districts. It features an extensive canal network of 1,800 km. The project aims to supply 240 thousand million cubic feet (TMC) of water. Of this, 169 TMC is allocated for irrigation, while the rest serves municipal and industrial needs. The primary water source is the Medigadda Barrage, which is expected to provide 195 TMC.

Lift Irrigation Mechanism

Recent Structural Concerns

In October 2023, a critical incident occurred when a pillar of the Medigadda Barrage sank, leading to flooding. The NDSA conducted an inspection, revealing structural distress across the three main barrages – Medigadda, Annaram, and Sundilla. The findings included design deficiencies, construction defects, and a lack of rigorous quality control.

Government Response

Following the alarming findings, the Telangana government has mandated the NDSA to recommend urgent structural rehabilitation. This includes comprehensive geotechnical studies and advanced hydraulic modelling to ensure the safety and functionality of the barrages. Immediate stabilisation measures are also required to address ongoing distress.

Political Implications

The Kaleshwaram project has become a focal point of political contention. Critics, including the current Irrigation Minister, label it as the “biggest man-made disaster since Independence”. The project has reportedly burdened the state with a debt of Rs 16,000 crore annually.
