Karnataka’s newly approved tourism policy for 2024 aims to enhance both domestic and international tourist arrivals. With a target of increasing domestic visitors from 280 million to 480 million and foreign visitors from 400,000 to 2 million by 2029, the state is poised for a transformative shift in its tourism landscape. The policy is a strategic move to elevate Karnataka to one of the top three states in India for domestic tourism and to break into the top five for international tourist arrivals.
Current Tourism Landscape
Karnataka currently ranks fourth among state of Indias for overall tourist visits, accounting for nearly 10% of the national total. The state has witnessed a remarkable increase in domestic tourism, from 36.7 million visitors in 2006 to approximately 283.5 million in 2023. However, foreign tourist arrivals have lagged behind, with figures standing at just over 400,000 in 2024. This policy aims to rectify this imbalance by promoting a diverse range of tourism experiences tailored to various interests.
Focus on Niche Tourism Themes
The policy outlines 25 niche tourism themes to attract a broad spectrum of tourists. These include adventure tourism, cultural and heritage tourism, gastronomy, and coastal tourism, among others. By offering unique experiences, Karnataka hopes to appeal to both domestic and international visitors. Notably, the development of 50 adventure tourism sites across land, air, and water-based activities is expected to draw thrill-seekers and adventure enthusiasts.
Investment and Infrastructure Development
To facilitate the growth of the tourism sector, the policy encourages private investment through a Tourism Investment Facilitation Cell. This cell will act as a nodal agency for monitoring investments and providing incentives. A Global Tourism Investors Meet is planned to showcase Karnataka’s tourism potential to investors. Additionally, subsidies and tax exemptions are being offered for hotel projects, particularly in the less developed regions of Kalyan Karnataka and Kittur Karnataka.
Analytics and Market Research
A key component of the new policy is the establishment of a tourism analytics division within the Tourism Department. This division will focus on collecting data and conducting market research to better understand tourist preferences and trends. Such insights will be crucial for tailoring marketing strategies and improving the overall tourist experience.
Caravan Tourism and Other Initiatives
In a bid to promote caravan tourism, the state government plans to offer motor vehicle tax exemptions for the first 200 caravans registered. This initiative aligns with global trends where caravan tourism is gaining popularity, particularly among families and young travellers seeking unique experiences. Other initiatives include extending domestic tariffs for water and electricity to homestays, thereby enhancing the appeal of local accommodations.
