Localised Weather Forecasting in India

Recently, India has launched an innovative initiative aimed at enhancing agricultural practices and disaster preparedness at the grassroots level. The Gram Panchayat-Level Weather Forecasting programme, introduced by the Ministry of Panchayati Raj, represents an important step towards empowering rural communities. This initiative combines the expertise of the India Meteorological Department (IMD) and the Ministry of Earth Sciences, providing localised weather forecasts directly to village panchayats.

About the Initiative

The Gram Panchayat-Level Weather Forecasting initiative is designed to deliver precise weather updates and forecasts to rural populations. It aims to improve the decision-making process for farmers, allowing them to plan agricultural activities such as sowing, irrigation, and harvesting more effectively. The programme is accessible through platforms like e-GramSwaraj, Gram Manchitra, and the Meri Panchayat app, ensuring that farmers receive timely and relevant weather information.

Features of the Forecasting System

The forecasts include real-time data on temperature, wind speed, rainfall, and humidity, as well as five-day projections for various weather parameters. This information is crucial for farmers, particularly in the context of climate change, as unpredictable weather patterns can impact agricultural productivity. The initiative also aims to enhance rural governance by providing panchayats with the tools needed to respond to environmental challenges.

Significance of Localised Forecasting

Localized weather forecasting is vital due to the inherent uncertainties in predicting weather patterns. While large-scale weather systems are easier to forecast, localised events—such as cloudbursts—pose challenges. By providing forecasts at the gram panchayat level, the initiative allows even small communities to make informed decisions based on accurate, timely data. This micro-level forecasting can lead to improved economic stability for farmers and greater resilience against natural disasters.

Current Capabilities and Future Goals

As of now, the IMD provides weather forecasts at district and block levels, with efforts underway to narrow this down further. The agency has developed the capability to predict weather events over a 12 km x 12 km area and is testing forecasts for 3 km x 3 km grids. The long-term goal is to achieve hyper-local forecasts, down to 1 km x 1 km areas, thereby enhancing the precision of weather predictions for rural communities.

Training and Empowerment

To ensure the effective use of this forecasting system, the Panchayati Raj Ministry is conducting training workshops for panchayat representatives. These sessions aim to equip local leaders with the necessary knowledge and skills to utilise weather forecasting tools effectively. By empowering these representatives, the initiative seeks to enhance climate resilience in rural areas, enabling communities to better prepare for and respond to environmental challenges.
