Under the recent National E-Governance service delivery assessment (NeSDA), the Ministry of Home Affairs (MHA) has claimed the top spot among Central Ministries Portal. Additionally, the Digital Police portal has been honored with the second position in this assessment of central government ministries’ websites.
Understanding The National E-Governance Service Delivery Assessment
The National E-Governance Service Delivery Assessment (NeSDA) is a systemic evaluation meant to enhance the efficiency of States/Union Territories and the Central Government in delivering online services to citizens. It is a report issued by the Ministry of Personnel, Public Grievances, and Pensions.
In the assessment process, a comparison is made between the service portals and their parent Ministry/portal Department. The Department of Administrative Reforms and Public Grievances (DARPG), in collaboration with NASSCOM and KPMG, carried out the assessment in 2021. NeSDA 2021 is the second edition of NeSDA, with the inaugural edition introduced in 2019. As per its pattern, the study is conducted every two years.
Portal Classification in NeSDA
During the evaluation process, all government portals were divided into two main categories:
1. States/Union Territories/Central Ministry portal.
2. State/Union Territory/ Central Ministry Services Portals.
The Parameters of the Assessment
The assessment relied on four main parameters for the Central Ministry Portals: Accessibility, Content Availability, Ease of Use, and Information Security. For Central Ministry Services Portals, however, three additional parameters were considered: End Service Delivery, Integrated Service Delivery, and Status and Request tracking.
Outcomes of the Recent NeSDA 2021 Assessment
In the recent evaluation, the National Crime Records Bureau (NCRB) Digital Police portal was selected for appraisal under the Services Portal category. Consequently, the main website of the Ministry of Home Affairs was elected as the parent Ministry portal for review.
In the State/UT portal category, Kerala led the pack among group A states, followed by Tamil Nadu and Punjab. Among group B states, Odisha emerged victorious, trailed by Uttar Pradesh and Bihar. Nagaland, Meghalaya, and Assam are the top performers among North-Eastern states. Among Union Territories, Jammu & Kashmir topped the list, followed by A&N, Puducherry, Delhi, and Chandigarh.
The outcomes of this assessment not only highlight the ability of these portals to deliver services efficiently but also provide a roadmap for improvements where necessary.
