MHRD Announces NEAT for Personalized Learning via AI

In a recent announcement by the Ministry of Human Resource Development (MHRD), a groundbreaking initiative titled ‘National Educational Alliance for Technology’ (NEAT) has been unveiled with the intent of leveraging technology to improve learning outcomes in Higher Education. At the core of this scheme is the utilization of Artificial Intelligence (AI) to provide personalized and customized learning experiences, tailored specifically to each learner’s needs.

A Common Platform for Adaptive Learning Technologies

MHRD aims to create a unified platform that houses technologies focused on Adaptive Learning. The primary purpose of this endeavor is to facilitate easy access for learners. A core component of this initiative involves forming a National Alliance with EdTech companies that are actively engaged in developing such technologies. This alliance is proposed to function under a Public-Private Partnership (PPP) model.

Furthermore, MHRD would serve as an intermediary, ensuring that Adaptive Learning Solutions reach economically backward students free of charge. This initiative aligns with the objective of making quality education more accessible and inclusive.

Creation of the National NEAT Platform

As part of the scheme, a dedicated NEAT platform will be established. EdTech companies involved in the alliance will be responsible for creating solutions and overseeing the learner’s registration process through the NEAT portal. This platform aims to enhance the concept of Massive Open Online Courses (MOOCs) by offering one-stop access to Adaptive Learning Solutions.

Role of All India Council for Technical Education (AICTE)

The implementation of the NEAT programme will be supervised by All India Council for Technical Education (AICTE). The council will certify students with marketable skills, thereby improving their employability prospects.

Established in November 1945 as a national-level apex advisory body, AICTE was initially set up to conduct surveys on the facilities available for technical education and promote development in India in a coordinated and integrated manner.

Statutory authority for planning, formulation, and maintenance of norms & standards
Quality assurance through accreditation
Funding in priority areas, monitoring, and evaluation
Maintaining parity of certification & awards
Management of technical education in the country

Conclusion

Based on the National Policy of Education (1986), AICTE is entrusted with numerous responsibilities. From planning and maintaining standards to funding priority areas and managing technical education, the council plays a crucial role. The introduction of the NEAT initiative spearheaded by MHRD and AICTE signifies a significant leap forward in enhancing higher education in India.
