Kisan Rin Portal: A Nexus for Financial Services
In collaboration with the Ministry of Finance, the RBI, and NABARD, MoA&FW has developed the Kisan Rin Portal (KRP). This portal aims to drastically transform the accessibility of credit services under the Kisan Credit Card (KCC) scheme. The KRP serves as a gateway for farmers to obtain subsidized agricultural credit via the Modified Interest Subvention Scheme (MISS). The portal encompasses an integrated hub that offers an all-inclusive view of farmer data, loan disbursement specifics, interest subvention claims, and progress on scheme utilization.
Ghar-Ghar KCC Abhiyaan: Promoting Universal Financial Inclusion
Launching on October 1st, 2023, and concluding on December 31st, 2023, the “”Ghar-Ghar KCC Abhiyaan”” is a testament to the government’s commitment to Universal Financial Inclusion. The campaign strives to ensure that every farmer has unrestricted access to essential credit facilities for their agricultural activities. It primarily targets eligible PM KISAN beneficiary farmers, aiming to saturate them with KCC accounts. To facilitate this, the ministry has cross-verified existing KCC account holders’ data against the PM KISAN database. This campaign’s primary objective is to reach out to non-KCC account holder PM KISAN beneficiaries and seamlessly integrate them into the KCC scheme.
WINDS Manual: Leveraging Weather Data for Farming Efficiency
The WINDS initiative aims to establish an extensive network of Automatic Weather Stations & Rain Gauges at taluk/block and gram panchayat levels. This initiative aims to create a robust database of hyper-local weather data to support a variety of agricultural services. The recently launched comprehensive WINDS manual equips stakeholders with a thorough understanding of the portal’s features, data interpretation aids, and effective utilization strategies. Furthermore, it offers valuable insights on utilizing weather data for improved crop management, resource allocation, and risk mitigation.

India has several ongoing initiatives focused on boosting the agriculture sector. These include Mission Organic Value Chain Development for North Eastern Region (MOVCDNER), National Mission on Sustainable Agriculture, Paramparagat Krishi Vikas Yojana (PKVY), Sub-mission on AgroForestry (SMAF), Rashtriya Krishi Vikas Yojana, AgriStack, Digital Agriculture Mission, Unified Farmer Service Platform (UFSP), and National e-Governance Plan in Agriculture (NeGP-A).
About the Kisan Credit Card Scheme
Introduced in 1998, the Kisan Credit Card (KCC) scheme provides timely and adequate credit support to farmers under a single window with a flexible and simplified procedure. The objectives of KCC include catering to the short-term credit requirements for cultivation of crops, post-harvest expenses, produce marketing loan, consumption requirements of farmer households, and working capital for maintenance of farm assets and activities related to agriculture. It does not extend support for purchase of combine harvesters, tractors and mini trucks, construction of family house, or setting up of village cold storage facility. The KCC Scheme is implemented by commercial banks, RRBs, Small Finance Banks, and Cooperatives.
