MoU Boosts Innovation, IPR in Indian Defence Industry

The Intellectual Property Facilitation Cell (IPFC), Ministry of Defence (MoD) and National Research Development Corporation (NRDC), Ministry of Science and Technology have joined forces in a Memorandum of Understanding (MoU). The shared goal between these powerful organizations is to bolster Mission Raksha Gyan Shakti, a mission targeting the promotion of innovation and Intellectual Property Rights (IPR) within India’s Defence industry. This collaborative venture marks significant progress in establishing an IP culture in Indian defence manufacturing.

Mission Raksha Gyan Shakti: A Culture of Innovation

Unveiled in 2018, Mission Raksha Gyan Shakti aims to instill a robust IP culture in the Indian defence manufacturing ecosystem. A pivotal part of this mission saw the establishment of the Intellectual Property Facilitation Cell (IPFC), overseen by the Directorate General Quality Assurance (DGQA). Despite being in operation for only a year, the IPFC has already succeeded in training over 12,000 personnel on IPR matters. It has also facilitated the filing of more than 1,000 new IPR applications.

Action Plan 2019-20

Following its initial success, the MRGS’s Action Plan for 2019-20 intends to escalate last year’s achievements. The plan involves the training of an additional 20,000 personnel, not just from the Public/Private Sector Industry and Armed Forces, but those who can grasp the significance of the IP culture. The ultimate goal is to institute a framework which harnesses innovative ideas and stimulates self-reliance in the defence sector.
