The Ministry of Skill Development and Entrepreneurship (MSDE) in India has brought forth the ‘Aatamanirbhar Skilled Employee Employer Mapping (ASEEM)’ portal. This significant launch aims to secure sustainable livelihood opportunities for skilled individuals. The portal is designed to enhance communication and bridge the gap between demand and supply in the skilled labor market.
Development and Management
The ASEEM portal was developed and is managed by the National Skill Development Corporation (NSDC). They collaborated with the Bengaluru-based firm ‘Betterplace’ to bring this initiative to life.
Platform Based on Artificial Intelligence
Using the power of artificial intelligence, ASEEM provides real-time data analytics about demand and supply patterns. Detailed insights regarding industry requirements, skill gap analysis, demand per district/state/cluster, key workforce suppliers and consumers, and migration patterns are all captured. Additionally, it presents multiple potential career prospects for candidates. The aim is to enable policymakers to make more objective evaluations of various sectors in the economy, facilitating better decision-making.
Functionality of ASEEM
In addition to being a web-based solution, ASEEM also functions as a mobile application. It comprises three IT-based interfaces.
1. Employer Portal: Includes employer onboarding, demand aggregation, and candidate selection.
2. Dashboard: Presents reports, trends, analytics, and highlights gaps.
3. Candidate Application: Allows creation and tracking of candidate profiles and shares job suggestions.
Benefits of ASEEM
To Skilled Workforce
Skilled workers can register and upload their data to the portal. ASEEM is designed to strengthen industry-relevant skills and expose emerging job opportunities, particularly in the post-Covid era. Data from various state and central skilling schemes will be integrated into the portal, including the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Fee-based Programs, National Urban Livelihoods Mission, Deen Dayal Upadhyaya Grameen Kaushalya Yojana, and more.
To Migrants
ASEEM also helps migrant laborers by integrating the database of labour migrants in Indian states and overseas citizens who returned to India under the Vande Bharat Mission. The data collected through SWADES Skill Card has been included in the portal as well.
To Employers
Employers can use ASEEM to assess the availability of a skilled workforce and strategically plan their hiring operations.
About National Skill Development Corporation (NSDC)
Established in 2008, NSDC is a not-for-profit public limited company, set up by the Ministry of Finance under a Public Private Partnership (PPP) model. The Government of India, through MSDE, holds 49% of the share capital while the private sector owns the remaining 51%. The corporation promotes skill development by catalyzing the creation of large, quality, and for-profit vocational institutions. NSDC focuses on quality assurance, information systems, and training the trainer academies. One of its initiatives is the Skill India Portal.
