Nagpur Resolution Adopted for Citizen Empowerment and Governance

In recent news, the ‘Nagpur Resolution- A Holistic Approach for Empowering Citizens’ was put forward in the session on ‘Improving Public Service Delivery – Role of Governments’ held in Nagpur, Maharashtra. The conference was arranged by the Department of Administrative Reforms and Public Grievances (DARPG), part of the Government of India, partnering with the Government of Maharashtra and the Maharashtra State Commission for Right to Public Services. The main focus of the government during this conference was to ensure minimum government interference, maximum governance, enabling transparency, citizen centricity, and participation.

Nagpur Resolution: An Effective Method for Citizen Empowerment

The resolution discussed during the conference emphasized collaboration between the Government of India and the Government of Maharashtra with an aim to empower citizens.

They were committed to better service delivery through timely updates of citizen charters, implementation of enactments and setting benchmark standards for continued progress.

Systemic Grievance Redressal

There was also a strong thrust on adopting a systemic approach to public grievance reforms. This initiative includes advanced mapping, creation of a monitoring matrix, extensive data collection, and evaluation of the quality of grievance redressal.

The focus was on empowering citizens by implementing a bottom-up approach to induce notable improvements in the grievance redressal procedure and diminish its timelines.

Employing Technology for Improved Service Delivery

The resolution included the creation of a conducive environment for States and Ministries/ Departments of the Government of India to develop web portals. This digital approach aimed at introducing enhanced service delivery.

Dynamic Policy Making

The conference advocated for dynamic policy making, strategic decisions, monitoring of implementations, appointing key personnel, coordination, and evaluation.

Exchange of Technical Expertise

The resolution also proposed the exchange of technical proficiency in areas like improved service delivery between the matched States as per the Ek Bharat – Shreshtha Bharat Program.

Good Governance Index

One of the key points discussed was the need to guarantee timely publication of the Good Governance Index. This initiative aimed at identifying the quality of governance in 10 different sectors related to welfare and infrastructure at Union, State and District levels.
