Recently, a National Workshop was inaugurated in Jabalpur, Madhya Pradesh, focusing on the “Capacity building of training institutes and HRD in the disability field in the context of National Education Policy (NEP): 2020”. The Rehabilitation Council of India (RCI), which administered this workshop, aims to empower individuals with disabilities and implement NEP 2020 goals. Moreover, the Department of Empowerment of Persons with Disabilities, functioning under the Ministry of Social Justice and Empowerment, plans to observe Global Accessibility Awareness Day (GAAD) on May 18th, 2023.
The Importance of Global Accessibility Awareness Day
GAAD is an annual event celebrated every third Thursday of May, dedicated to heightening awareness and comprehension of digital accessibility for persons with disabilities. This day underscores the need for designing and developing digitally inclusive technologies, ensuring that everyone can access information and participate in online activities without barriers.
Constitutional and Legislative Framework for Persons with Disability in India
The Constitution of India ensures equality, freedom, justice and dignity for all individuals, including those with disabilities. As per Article 41 of the Directive Principles of State Policy (DPSP), the State must secure the right to work, education and public assistance in situations of unemployment, old age, sickness and disablement, within its economic capacity. The Rights of Persons with Disabilities Act, 2016, is the primary legislation ensuring disability rights and provides additional benefits for persons with specific disabilities.
Challenges Faced by Persons with Disabilities in India
People with disabilities in India face numerous problems, such as limited accessibility to public spaces, lack of quality education, inadequate healthcare and prevalent social stigma and discrimination. The lack of ramps, elevators, or accessible toilets in many public spaces poses significant mobility challenges. Scarce special education facilities, trained teachers and non-implementation of inclusive education practices restrict their educational opportunities, hindering personal and professional development.
Recent Initiatives for Empowering Persons with Disabilities
Efforts are being made to empower disabled individuals through initiatives like the Accessible India Campaign, DeenDayal Disabled Rehabilitation Scheme, and National Fellowship for Students with Disabilities. Additionally, India is a signatory to global conventions aiming to promote disability rights, such as the Declaration on the Full Participation and Equality of People with Disabilities in the Asia-Pacific Region, Biwako Millennium Framework, and the UN Convention on Protection and Promotion of the Rights and Dignity of Persons with Disabilities.
The Role of Rehabilitation Council of India (RCI)
The RCI, established as a Statutory Body by an Act of Parliament, plays an important role in standardizing, regulating, and monitoring training programs, maintaining the central rehabilitation register (CRR), and promoting research in special education and disability fields.
Building an Inclusive Future
There is a need to build accessible buildings, public spaces, and transportation systems and design communication technologies that prioritize people with disabilities. We must also promote affordable assistive technologies and invest in emerging technologies like 3D printing and AI for customized solutions. Furthermore, implementing inclusive education policies and conducting awareness campaigns can promote inclusivity and reduce societal stigmas around disability, thereby ensuring equal opportunities for everyone.
