New Nationwide Ration Card Scheme Launched by Ministry

In a pivotal move to improve the management of food distribution at a national scale, the Ministry of Consumer Affairs, Food, and Public Distribution has initiated an all-new central sector scheme, termed as the Integrated Management of Public Distribution System (IMPDS). Scheduled for implementation during 2018-19 and 2019-20, this system is already functional in multiple states such as Andhra Pradesh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Maharashtra, Rajasthan, Telangana, and Tripura. Throughout these states, beneficiaries have the liberty to avail their share of foodgrain from any district within the state.

Nation-wide Portability: One Nation, One Ration Card

One of the primary goals of the IMPDS is the implementation of nation-wide portability of ration cards. This move aims to allow beneficiaries to lift foodgrains from any fair price shop (FPS) across the country, thereby ensuring that access to food is not restricted by geographical boundaries. By moving towards ‘one nation one ration card’, the scheme aims to simplify the process for beneficiaries while promoting inclusion.

Creation of a National Level Data Repository

The IMPDS also targets the creation of a national level data repository. This component of the scheme will involve de-duplication of beneficiary data based on Aadhaar numbers. The establishment of a single source of valid beneficiary data will pave the way for streamlined distribution mechanisms and decreased potential for misuse or fraudulent activities.

Use of Advanced Data Analytics Techniques

Advanced data analytics techniques play a crucial role in the IMPDS scheme. With these techniques, the scheme can bring continuous improvements in the distribution process by monitoring trends, identifying anomalies, and enabling proactive interventions.

The Significance of IMPDS

IMPDS holds critical importance in making the distribution of foodgrains more transparent and efficient. Along with the ability to identify fake or duplicate ration cards effectively, it presents PDS beneficiaries with options to lift their entitled foodgrains from any Fair Price Shops of their choice at a national level. Hence, serving as a significant step towards ensuring food security for migrant laborers who move to other states seeking better job opportunities.
