The Ministry of Social Justice & Empowerment has recently released a notification that, effective from June 1st, 2021, it is mandatory for all States/Union Territories to issue disability certification exclusively via online mode. This certification will need to be done through the Unique Disability Identification (UDID) portal.
Unique Disability Identification (UDID) Portal
The UDID project aims at generating a comprehensive national database for persons with disabilities (PwDs), and providing each PwD with a unique identity card. It strives to enhance transparency and efficiency in delivering governmental benefits to PwDs and to establish uniformity across different regions.
The UDID project aids in efficiently monitoring the physical and financial development of beneficiaries at all stages of implementation. This includes every level of hierarchy, from rural villages to blocks, districts, states, and the national level.
Right of Persons with Disabilities Act 2016
Replacing the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, the Right of Persons with Disabilities Act 2016 offers an evolving and dynamic definition of disability. The new law augments the reservation quota for differently-abled individuals from 3% to 4% in government jobs, and from 3% to 5% in higher education institutions.
In compliance with the United National Convention on the Rights of Persons with Disabilities (UNCRPD), which India is a signatory to, this Act aligns Indian law with international standards and conventions.
Other Programmes and Initiatives for Persons with Disabilities
Various initiatives and programmes have been introduced to support the disabled community in India. Among them is the Accessible India Campaign, which works towards creating a more accessible environment for PwDs.
The DeenDayal Disabled Rehabilitation Scheme provides financial aid to Non-Government Organisations (NGOs) that offers various services to persons with disabilities.
Another intervention in this area is the Assistance to Disabled Persons for Purchase/fitting of Aids and Appliances (ADIP), aiming to provide disabled persons with access to suitable, durable, scientifically-manufactured, modern, standard aids and appliances.
The National Fellowship for Students with Disabilities initiative was established with the objective of expanding opportunities for students with disabilities to pursue a higher education. This programme strives to break down educational barriers, facilitate their growth and empower them for a brighter future.
Overall, these initiatives by the government highlight a conscientious effort towards creating an inclusive and accessible India for all its citizens, particularly those with disabilities. Implementing disability certification through the UDID portal represents another step forward in this journey, ensuring a more efficient and transparent system for disability benefits distribution.
