The Haryana Government has launched the “Pandit Lakhmi Chand Kalakar Samajik Samman Yojana”. This initiative aims to uplift the financial and social conditions of senior artists and art scholars. The scheme was approved in a recent cabinet meeting led by Chief Minister Nayab Singh Saini. It recognises the contributions of artists who have dedicated their lives to the arts.

Objective of the Scheme

The primary goal of the scheme is to provide financial support to senior artists who have contributed to various art forms. This includes singing, acting, dance, drama, painting, and other visual arts. The initiative acknowledges the challenges faced by aging artists who may not be able to actively participate in their fields due to age-related limitations.

Eligibility Criteria

To qualify for the scheme, applicants must meet specific criteria. They should be residents of Haryana and have a minimum of 20 years of experience in the arts. Additionally, applicants must be at least 60 years old, as verified through the Parivar Pehchan Patra (PPP). The income criteria also play important role in determining eligibility.

Financial Support Structure

Eligible artists will receive a monthly honorarium based on their income levels. Those with an annual income of up to Rs 1.80 lakh will receive Rs 10,000 per month. For applicants with an income between Rs 1.80 lakh and Rs 3 lakh, the monthly honorarium will be Rs 7,000. This financial support aims to assist artists in maintaining their livelihoods.

Application Process

Artists interested in the scheme must apply online. The application form will be available on the official website. Along with the application, artists need to submit supporting documents and press clippings that validate their contributions. Applications from the years 2020-21 and 2021-22 will be considered, excluding the COVID-19 period.

Evaluation and Selection

After submission, the applications will undergo preliminary scrutiny by the relevant department. A special committee will evaluate the applications based on current guidelines. This committee will assess both the financial conditions and the artistic contributions of the applicants. The final list of beneficiaries will be compiled based solely on merit.
