The North Eastern Region (NER) of India has long been a region of immense potential, yet it has faced challenges in terms of infrastructure, connectivity, and development. To address these issues and unlock the true potential of the NER, the Prime Minister’s Development Initiative for North Eastern Region (PM-DevINE) was introduced as a Central Sector scheme under the Union Budget 2022-23. With a focus on cohesive development and inclusive growth, PM-DevINE aims to uplift the region by funding critical infrastructure projects and creating livelihood opportunities for the youth and women of the NER.
About PM-DevINE
The seeds of PM-DevINE were sown in the Union Budget 2022-23 when it was proposed as a crucial development initiative for the NER. On 12th October 2022, the Cabinet granted its approval for the scheme, ensuring that it would receive 100% Central funding. This decision was a significant step towards addressing the historical challenges faced by the region and providing it with dedicated financial resources for development.
Implementation and Execution
The responsibility of executing PM-DevINE lies with the Ministry of Development of North-East Region. This ministry will play a pivotal role in ensuring that the funds are allocated efficiently and utilized effectively to achieve the desired objectives of the scheme. By entrusting the implementation to a specialized ministry, the government aims to ensure a more streamlined and focused approach to development in the NER.
Enhancing Connectivity and Accessibility
In line with the spirit of PM GatiShakti, PM-DevINE places significant emphasis on enhancing infrastructure and connectivity across the NER. By funding projects in a cohesive manner, the scheme seeks to improve roadways, bridges, railways, and air connectivity, making it easier for people and goods to move within and beyond the region. This will not only boost trade and commerce but also promote tourism and cultural exchanges, further integrating the NER with the rest of the country.
Financial Allocation and Focus Areas
To kickstart the implementation of PM-DevINE, the scheme was allocated Rs. 1500 crore in the Union Budget 2022-23. This initial funding is expected to lay the foundation for more extensive development projects in the years to come. The focus areas of the scheme include creating sustainable livelihood opportunities, with a specific focus on the youth and women of the NER.
