Puducherry’s Community-Driven Desilting Model Wins Award

The Puducherry model has recently been identified as an innovative and effective solution for addressing the issues of urban drain desilting and water distribution in rural areas. This remarkable approach relies heavily on the involvement of the local public and the administrative support from the government, creating a unique collaboration that addresses critical infrastructure needs while simultaneously promoting community involvement.

Historical Context of the Puducherry Model

The roots of this community-based practice can be traced back centuries to the Pallava reign in Puducherry. The concept was further adopted and enhanced by subsequent rulers, like the Cholas and the French. Recognizing the importance and effectiveness of this model, individuals who have made significant contributions towards its implementation have received Swachta Hi Sewa Awards from the administration.

Puducherry Water Rich Model

An essential aspect of the Puducherry model is the application of modern technology to monitor all water bodies and drains. MNREGA is used where machinery requirements are minimal, and human contact is safe, thus ensuring not just the safety of workers but also providing them with a viable source of livelihood.

Community Involvement and Local Resource Utilization

With the understanding that the local community members are the real stakeholders, this model actively encourages their participation. A strategy employed to achieve this includes shramdaan. Additionally, the model links with nearest donors – industries or institutions, essentially decentralizing resources and management.

Key Elements Description
Mapping and Monitoring Use of technology to oversee all water bodies and drains
Employment Use of MNREGA in safe, human-interactive areas to provide livelihood
Community Participation Encouragement of local community for shramdaan and monitoring
Donor Support Linking of local resources with industries or institutions

Contractual Agreements and Government Involvement

A paramount component of the Puducherry model is the understanding that the supporter and service provider decide on the contractual cost, while government officials act only as facilitators. This ensures transparency and accountability in the process.

Farming and Resource Utilization

Farmers are an essential part of this model. They are allowed to remove the silt, which is essentially their soil that got washed away. Recognizing the nutrient richness of this silt, the model doesn’t charge farmers for it. In this way, the Puducherry Model effectively puts into practice an excellent system of resource utilization. The responsibility for ensuring accountability in this process lies with collectors and municipal commissioners.
