The 3RF stands for Reform, Reconstruction and Recovery Frame work. It was recently announced by the United Nations to support Lebanon. The framework was launched by Secretary-General Antonio Guterres at the International Conference in Support of the Lebanese People. The conference was organized as a part of the efforts made by France to unlock the humanitarian aid to Lebanon.

Beirut Rapid Damage and Needs Assessment (RDNA)
RDNA was launched by the World Bank, European Union and the United Nations on August 4. RDNA used latest technology to check the impact of the blast on the city. As per the findings of RDNA, the city faced damages of worth US$3.8-4.6 billion and the most affected sectors were culture, housing and transport. As suggested by RDNA, the city needs US$1.8-2.0 billion for priority recovery and reconstruction needs. For the recovery and reconstruction, the needs of the transport sector is highest followed by the culture and housing sector. The main economic effects of the Beirut’s explosion were- trade disruptions, losses in economic activities due to lack of capital and losses in revenues of the Lebanese government. It was RDNA which suggested the concept of ‘3Rs’ for the revival of Beirut.
