River Cities Alliance

River Cities Alliance

The River Cities Alliance (RCA) is a pioneering initiative aimed at integrating river-sensitive urban planning in India. Launched in 2021, it is led by the Ministry of Jal Shakti and the Ministry of Housing and Urban Affairs. The RCA currently includes 145 cities and focuses on enhancing urban river management. Recently, the National Mission for Clean Ganga (NMCG) approved an annual master plan to operationalise RCA’s goals through various strategic interventions.

Objectives of the River Cities Alliance

The RCA aims to strengthen institutional capacity for urban river management. It promotes collaboration among cities within river basins. The alliance supports the creation of Urban River Management Plans (URMPs) to ensure sustainable practices. These plans consider environmental, economic, and social dimensions in urban governance.

Capacity-Building Initiatives

The approved 2025 plan includes capacity-building programs and knowledge exchange platforms. Training sessions will be conducted across states, focusing on River-Sensitive Master Planning (RSMP). The goal is to enhance the formulation of URMPs. Specific training will be provided to cities in Tamil Nadu, with additional sessions planned for other states.

Urban River Management Plans

The URMP framework was launched in 2020 by the National Institute of Urban Affairs and NMCG. Five cities have already developed their URMPs, including Kanpur and Ayodhya. These plans serve as benchmarks for other urban centres. The initiative aims to create 60 URMPs across India in the next few years, with 25 more planned for 2025.

Recognition and Global Engagement

Chhatrapati Sambhaji Nagar’s Kham River Restoration Mission received global recognition from the World Resources Institute. This marks the transformative potential of the RCA initiative. The NMCG’s participation in the World Economic Forum in February 2025 puts stress on its growing national and international engagement.

Implementation Strategies

Steering Committees have been established in several states, including Uttarakhand and Bihar. These committees facilitate the formulation and implementation of URMPs. The NMCG is also developing a URMP for Delhi, aiming to redefine its rivers as vital ecosystems. This plan will serve as a model for other metropolitan cities.

Knowledge Exchange and Best Practices

To promote knowledge exchange, key events such as the DHARA basin-level meet will be organised. Exposure visits to cities like Udaipur and Hyderabad are also planned. The RCA will document successful practices through weekly case studies to showcase urban river rejuvenation efforts.

Public Awareness and Financial Support

Public awareness campaigns will be launched to encourage river-conscious behaviour among citizens. The NMCG will provide financial advisory services to help cities mobilise resources for river-related projects. Benchmarking member cities will track performance and guide improvements in urban river management.
